Although several investigation research conclude that health-related students are overwhelmingly from wealthy families, the remaining students acquire an average of about $135,000 in college loans. The intent is similarly clear: Congress has no energy to mandate that the states set up insurance coverage exchanges, and so set a series of circumstances that have been designed to stress the states to do so. The architects of the law have been fairly particular in pointing out that the language in question was designed to encourage the states to set up exchanges by providing subsidies only if they did so.
